Why, when I am setting out a text box, does it insist on putting in capital letters at the start of each line, even when I keep changing them back to lower case

A
By default, Word will 'Capitalise' the start of any new paragraph. If you don't want this to happen, set out your text as you want it, select the whole text box by clicking on its boundary, and then select lowercase format. This is found under Format>Change Case. You can then selectively change any letters back to upper case as you need to.
